Democracy and freedom are often discussed as two things in one package. Gaining democracy must also gain freedom. On the other hand, freedom can only be obtained if there is democracy. But is democracy and freedom a package.

In my opinion democracy does not always guarantee freedom. A theocracy regime, for example, may rule in a country because they have won the election. Such a regime is governed by limiting the basic rights of citizens. Democracy has resulted in no freedom.

The threatening danger of the democratic system is always the possibility of a group or a movement that takes advantage of democratic processes, such as elections, to win electoral victories, then kills the democratic process that has led to it. Democracy can be a means to kill itself.

The question is why democracy in some Western countries seems to guarantee individual freedom, whereas democracy in other parts of the world seems to encourage the emergence of an intolerant force?

Freedom, in my view as constitutional liberalism, refers to Western traditions that seek to guarantee individuals out of government, religion, and society's pressures. Constitutional liberalism flourished in Western Europe and the United States as a manifestation of the struggle to guarantee the right of individuals to live, possess wealth, embrace any religion, and speak.

Supported through a set of laws and rules, such individual freedom flourished in the Western world since the 13th century, long before the election procedure was known. Therefore, when democracy is applied to Western countries, the values ​​of constitutional liberalism have become an integral part of their legal system.

However, anyone understands, democracy does not guarantee freedom. It is still necessary to endeavor to build a tradition of freedom, a tradition among all citizens, manifested in strict rules and law enforcement, that everyone is free to speak, free to embrace religion, and free to worship.
