A DHCP server is an administration part of the server that administers the distribution of IP addresses leases and expiration. These scopes of ip addresses are configured with routable gateways and doesn't need much management from your IT staff because the DHCP component has the intelligence to drive the distribution.
Leases can filter hosts by name, mac addresses, and the OS. IT staff also have the ability to reserve IP addresses if necessary and assign to a specific device.
