The United States has a population of 327 million

about sixty million out of 327 million selected the president.
Eighteen percent of the population?

This is in the PRESIDENTIAL election. All other elections have a fraction of the turnout.

Something doesn't seem quite right.

if you count the margin of victory, perhaps less than 1% determined the outcome? <<< I am not a statistician nor historian, but, it seems that historically 1% to 2% of the eligible voters determined major changes.

Equally then where is the Majority? The masses do not endorse Democracy, that is the ultimate Demo(Mob)-(Rule)cracy.

Here is a quick one for you:

Our "President" is a limited puppet head at most in times of peace, and a commander in times of war, but that's not the head bender, it's that only land owning americans can Elect (not vote) a president or any other official, but how can you own anything with Debt, and how many can actually say they Own something, that's why democracy fails, because in a Republic it's not MOB rule, but those that show up rule.
