I'm totally missing this latest news story to get the actual joke, but I'm assuming this has to do with what happened lately and linked to what they talked about in the latest New World Next Week with the chief of police saying government should have right to take people in involuntarily for psychiatric evaluation based on their social media posting?

The face is of David hogg head crisis actor of the Florida parkland school shooting. He used the term "soft targets" in one of his interviews. Odd choice of words for a student at the school. IMO
