They are called flags. They are for reward disagreement. Please read the whitepaper.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam

    But since the flag was changed to a downvote button I'm sure everybody knows what I'm talking about.
