In a way it wasn't, but in a way it was. From the point of view of the victims it was completely random. They did nothing that would have made them suspect this was coming. But, obviously, from the point of view of the evil loser, it was planned and not random at all.

Definitely understand the victim point of view for sure. You might want to do more research in what actually happened.
This has MK Ultra written over it; still vetting more research. But multiple witnesses said it was more than one person shooting and this guy's background and no motive leaves it open to something more sinister.

He supposedly had a long history of instability, and the police knew about him. He was on a "watch list" so to speak. They did nothing about him though like nothing was done about the VA Tech shooter. This was at least a "let it happen."
