It's ALL pretty confusing to ME as a newbie still...I THOUGH #Dtube was an alternative to #youtube ?

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

    It is. The difference I see here is that the community can censor unwanted content instead of Google choosing what to censor on Youtube.
