Countries should also push as much as possible "big data" challenges, where citizens will use public datasets to draw important conclusions and learnings. How to push this? Money! Reward data scientists to do these kinds of work, and everyone is happy because governments will have more actionable data other than GDP, and data scientists can make some extra cash.
