Why are Americans so upset at having to pay for someone else's student loans but are perfectly okay having to paying for businesses' PPP loans?

This is called a false equivalence. The PPP loans were the result of compulsory measures that businesses did not contractually agree to and in the very terms of the loan were meant to be forgiven as the point was to keep the US from reaching and sustaining great depression levels of unemployment.

The other is a voluntary contractual agreement to obtain economic and legal advantages over other labor force participants i.e. recipients are given access to jobs and incomes that non-recipients can be barred from in both the public and private sectors. The beneficiary of a license, charter, patent or any other privilege should be expected to pay for and not pass off the cost to non-beneficiaries. Licensed workers should not expect unlicensed workers to pay for the cost of their occupational licensing; married couples should not expect unmarried couples to pay for their marriage license; homeowners should not expect renters not leasing from them to pick up their property tax bill and patentees should not expect excluded competitors to pay their royalty income tax. Expecting people excluded from the benefits of certain government granted privileges to pay for the people who obtained them is just being a POS rent seeking parasite.
