I and many others understood from the original white paper that spamming would not be an issue in EOS. Here's an example discussion:

Its disappointing to see this doesn't seem to be the case.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

    This issue will be resolved and spam will not be an issue going forward.
