If I start an EOS blockchain do I just create my own tokens on it?

I am trying to understand the relation between a new EOS blockchain, the EOS ICO tokens, and tokens on a new blockchain.
Do I just issue my own tokens on my chain, or are they derived from the ICO tokens?
Is there some relationship between all EOS blockchains that are created?
Do they each have their own governing body or is there a super governing body?
Is there a limit to the number of tokens on my own blockchain in relation to all the tokens on all the EOS blockchains?

I have been trying to understand this from the videos and papers, but there are gray areas. Any help would be great.
