I think you got mixed. Block.one is not a "decentralized platform based on blockchain technology with the ability to host multiple different applications that can be easily uploaded by developers who are also EOS token holders."

Block.one is a company created by Daniel Larimer and Brendan Blumer.

Block.one is the company editing the EOS.io software and developing this "lightening" blockchain of the future.

Finally, the EOS token holders are not only the developers. Anybody can take part into the ICO and buy some EOS tokens here :

By example, I am not a developer but I am highly interested to take part into the future democratic process of reaching consensus, taking some decision and voting inside the EOS community.
