This is an expression for the person who does nothing but has no benefit or no effect on the needs of oneself or others. Is an attitude that is not exemplary. Because as social beings, we have to help each other and do something good to others. For every good we give will be rewarded with good also from God and from man without having to expect it. For that be a human being who always do positive things that are useful for ourself and to the others.
