The territorial aspect of economic system development

The word ** "system" ** has become so familiar in our lives that we often hang a systemic label on every phenomenon and process that takes place around us, sometimes without thinking of its meaning. In our speech, this word entered relatively newly, after in 1968 the Russian translation of the book edition by Ludwig von Bertalanffy entitled "General Theory System" was published.

** In accordance with the teachings of L. Bertalanffy, any natural system, society or thought can be represented as a permanent set of three blocks: **

1. enter from the external environment.
2. a processor that converts incoming materials, energy or information through input from the system, into useful results for existing systems.

Through the input and output the system identifies itself, out of the external environment, because some integrity, which consists of a certain set of interconnected and interacting elements, has a general purpose - to create conditions to continue operating from the processor and receive useful results to be exchanged for another system.

The main thing in the system is the definition of purpose and control over its achievement on the part of the subject being created. The task of defining a goal is no less, or perhaps more important, than controlling its achievement, since its purpose justifies the means used to create the system.

The country's own economic system is a complex dynamic open hypersystem system, which consists of a separate system, which in turn consists of subsystems and constituent elements. The economic system also has input, processor, and output.

Input into the country's economic system is land and water areas with climatic conditions, natural resources (minerals, land, forest and water resources, flora and fauna, population, urbanization, relationships with other countries, politics, culture, , technology, technology, human resources, transportation, infrastructure and many other elements).

The most complex structures have processors that include elements and combinations of connections between them, creating their subsystems and hierarchies, where a group of special elements interact, perform part of the overall work of the whole system.

Among these tasks, production organizations in the regional aspect occupy a special place. Countries with large areas, heterogeneous ethnic populations and uneven distribution of natural resources, objectively lead to differences in the economic development of remote areas. On the one hand, there is an entire agglomeration of urban settlements with large incomes of workers, and on the other - distressed regions with agricultural dominance with incomes that do not cover basic human needs.

The state, in a governmental person, does not come up with anything better than how to allocate budget funds to the poor - first they collect taxes in one big country wallet, and then they give it to the needy, who have more, and who gets less . At the same time, irrational counterproductive cash flows are formed.

The concentration of large money supply in the capital and major cities leads to the temptation to leave the largest part of themselves, and the rest is distributed "justice." the big cities grew thanks to generous funds, and the inhabitants of small towns and villages were reduced because of the migration of the population in the centers of attraction with more comfortable conditions for life. Thus, a policy that is considered bad from the territorial arrangements of regional economic development, violates the normal functioning of the whole country's economic system.

the area of ​​the economic subsystem may develop normally only if the tax to abandon it entirely in the territory and the state to pay a certain percentage for national needs (maintenance of soldiers, pensions, judicial institutions, police, legislative bodies, academic institutions, state administrative apparatus and other functions).

In this case, the state will be limited in efforts to everything all aspects of life in the country to remain under close scrutiny, and regional territorial associations will be able to gain economic freedom, as the momentum to jump in the limited development of production. The current procedure for collecting and distribution of taxes is so obsolete, that it is
is the cause of all the crimes of our lives - theft, corruption, trading posts, official corruption, judges, civil servants and what not.

This region, as a subsystem, can flourish on the basis of the rational use of local economic resources and relations with other regions, exchange results of work, which is far more effective than producing a large number of restricted range products in Ural agglomeration, Moscow, St. Petersburg or Novosibirsk.

The delay with the cardinal changes in the country's governance system poses a real threat to further economic development and the integrity of amorphous education like Russia, which can be conquered by the fate of the former Soviet Union.
