Can DAO's new 38,000 ether be stolen?

Someone seems to have sent the DAO 38,000 ether either by mistake or on purpose. Who knows. I think, now that the DAO has ether again, it is possible for someone to make a newProposal and then later a splitDAO call and steal all that new ether. I don't know how to do that, nor would I even if I did, but someone will.

The WhiteHats have to come to the rescue again. Not another Hard Fork obviously, but the WhiteHats need to act quickly and steal that 38,000 ether right away before someone else does.

Can I just say this out loud: The DAO is absolutely the most bug-ridden piece of shit software I've ever seen. Nearly every single aspect of it is messed up. That's a good thing--it can only get better from here.

To be fair, I think only the splitDAO() function messed up, but I get your feels :)

Someone would have to vote on an already existing open proposal and the call splitDOA in the proper way, and the could take the ether in the same way the Dark DAO Dick (https://steemit.com/ethereum/@tjayrush/dark-dao-dick) did.
