One additional area this sort of infrastructure could expand into is the idea of a Universal Basic Income (UBI). If a city wanted to adopt a UBI system, it could do so in the form of HOUR-credits at that city, ensuring that the income would stay local. It also bears some similarities to Food Stamps (credit you can only spend on food) but slightly less restrictive (credit you can only spend locally) but still not being completely open (credit you can spend to buy anything).
