I've yet to meet anybody with any concept of moral values who has decided to stop moralizing. Namely, even the people who believe that there are no true or false statements about morality still make moral judgements. The people who dismiss mortality as simply being a social construct don't stop making statements about how we should adjust society to be more moral.
I may be wrong in my belief that certain moral values are true and some are wrong; but, at least I'm not chasing my own tail.
Your will is naturally limited by biology and nature; but, if you're a bad actor, that's still who you are.
A machine with free will that decides to harm people creates the same outcome of a machine that was programmed to harm people. The outcomes are still the same. There should still be a process in place to remove broken or badly programmed machines from the larger society. Still, there has to be nuance when you understand the limitations of free will when it comes to how we deal with bad actors.
If you're a serial rapist and murderer, regardless of free will, we know who you are and we can respond accordingly.
