Most aid in the Philippines didn't reach the proper recipients who needed them most..unless they were directly given to them. If not all, they went to corrupt politicians' pockets. Sad but it's true. The Haiyan donations wants it investigated by President Duterte, he wants to know which politicians were involved.

Please sit down and take a deep breath. I am going to tell you THE TRUTH!!!

Most of aid is not for small people. That is , most that work in aid want it to be for the small people, but politics dictate that aid is used for policy concessions or to circumvent laws in the country that gives the aid e.g. a law that forbids subventions.

Instead of a subvention you give the money as aid - but only if they buy the busses in the giver's country, not at a producer in the country which would be far more effective (as aid).

Or it is to keep a certain government on the top and this government friendly towards the giver.

That is the main objective of aid (from a state). International bodies are better because there are so many interests of the givers - and the reason why they always struggle so much to getting money at all.

In fact a blockchain (where the adresses are tied to a certain person's or mini-company's bank account) may help a lot here. But it is technologically complicated. How many starving people have a reliable internet connection?

then EU can have its' aid to us in its' ass.
Good move for President Duterte.
