I'll lay out the facts and make correlations when needed. Let's start with important background. The damage to the Oklahoma City Murrah building required the use of additional charges within the structure. The accusations which were levied exclusively against Timothy McVeigh and Terry Nichols do not account for those additional explosives. The Department of Justice did not bring evidence of additional explosives to the prosecution of the crime, and the ASCE created a deceptive analysis to conceal the use of such explosives. So in 1995, there was a precedent set for the successful demolition of a building and evasion of meaningful prosecution through the use of compromised expert analysis.
