Fear is an intensely unpleasant emotion in response to perceiving or recognizing a danger or threat. Fear causes physiological changes that may produce behavioral reactions such as mounting an aggressive response or fleeing the threat. Fear in human beings may occur in response to a certain stimulus occurring in the present, or in anticipation or expectation of a future threat perceived as a risk to oneself.
So is this just a normal human emotion or lack of consciousness, Let's find out
Whenever you are fearful ask yourself a question, "What are you fearful about?"
Most Probably your answer will be
"Something that will happen", or you think will happen
So what are you suffering? Is it something that is present; no its just an imagination of your mind that you think that will happen

How to overcome fear?
To overcome fear here is a simple technique, you just have to think consciously that "Whatever I am thinking does it really exist?" and you will find out you are suffering that which does not exist and is just a speculation of your uncontrolled mind.
