Are US Tax Receipts signaling a United States Recession?

In the past when US tax receipts were falling this fast it signalled a recession.

Charts speak louder than words. It sure seems like we may be about to go into a recession.

    I have no idea what those numbers mean. A survey by Evercore about ISI State Tax receipts? What does U.S. Federal Personal withholding tax receipts mean?
