My city has a rather large Vietnamese population and my friend and I have made it a game to find the best tasting pho in town. My friend and I have tried at least 25 different restaurants in the area and we produced a simple list to rate quickly.
The characteristics of a good bowl of pho are rather simple.
- Beef is slightly under cooked so it can cook in the broth while eating
- Noddles must not be bunched up in a ball
- Bean sprouts, basil, and limes are free
- Tripe exists (the crunchy white prickly noodle thing, don't look it up before trying it. Trust Me!)
- The restaurant can produce a good bowl of pho every time
- The most important characteristic is the broth must NOT be watery

Yea, I like to add Sriracha and Hosin sauce but too much hosin will ruin the broth
