Those tiny 'cookies' are mistakenly called 'pepernoten' nut they are nog. These are 'kruidnoten'. Way more people (children) ear these 'nut' than the old fashioned 'pepernoten'. Pepernoten are expensive.
Just like the pepernoten (peppernuts) kruidnoten (spicy nuts) are only for sale from about half October till half December. All meant for December 5th (Saint Nicholas celebration).

Note: 3 weeks before December 5th the Saint arrives by ship. From that moment on children place their shoe (just one) in front of the chimney (if no chimney somewhere else) and sing a song, leave water + a carrot for the horse, drawings and wish lists or letters for the Saint.
What's in the shoe? Kruidnoten, chocolate coins, marzipan, small presents, chocolate letter.

Pepernoten en kruidnoten are NOT Christmas cookies!
