The servers are run and maintained by volunteers around the world. It's all centered on the open-source VPN server/client SoftEther VPN application, that can be used to create, share and connect to a VPN.

The project is sponsored by the University of Tsukuba but as I said the servers are user-maintained and therefore decentralized :)
