One of the most surprising things to me in tabletop gaming is how complicated some systems can be when it comes to Creatures and Villains. Perhaps it is my worldview, or some other need for efficiency in design, but my take on things is very much that Creatures, NPCs, and Villains all come from roughly the same place as the Player Characters (PCs). They are, therefore, essentially created in the same way with the same basic building blocks.
NPCs and humanoid Villains are the easiest. You can literally just use Character Creation to build out a concept as you would a PC, adjust as needed (add/subtract details to fit your intended character), and you are done. I typically will build out a beginning character and then adjust to make them a bit of a challenge for 2-4 PCs to fight, or adjust to fit the specific traits I've dreamed up. Easy enough!
Non-humanoid Villains and Creatures are similar, but not identical because most Animals, Monsters, Supernatural Entities, etc. do not have Cultural Kits or Professions (per se). So the best approach here is to approximate the desired power level of the Creature/Villain being constructed and go from there. Thankfully, Sixcess has a few different alternative Character Creation methods, and they are all perfectly balanced to one another for just this very reason. So, in brief, you take your concept, dress it with a Racial Kit or an equivalent build, and then start adding to it until you either reach your desired design or you run out of points. If you need more, then you may have to reconsider the Creature's/Villain's potency.
