The US military is the biggest polluter and now this? Privatize defense. Only a competitive market for defense is going to make it a priority to do things safe and efficient. When they don't people will stop giving them money. Anything funded through coercive means (through taxes) doesn't need to be safe or efficient.
We need people who are responsible and dedicated to doing things right. That's what the free market is best at. What if one of these labs were to experience a serious accident and an experiment gone wrong were to leak out into the atmosphere? It could lead to a global catastrophe.
