"You can't fight city hall."
That's a very true quote listed in the book, and I have recently shed all of my hostilities toward governments (unethical as they are) in favour of a more constructive negotiation approach. This book isn't so much a handbook on how to negotiate with government as it is a tool to understand that the government is filled with people.
It sounds stupid, but that's the most important thing you can know going into a negotiation: the person at the other end of the table isn't led by the greater good, the word of the law, or any other gobbledegook. They're conservative bureaucrats who want glory and a raise, and don't like risk.
The 7 secrets are counterpart evaluation, preparation, organisational analysis, interests, influence techniques, third parties and renegotiation. Study this book and be ready for an above-average though not game changing read.
