Anyone with enough GRC (>100k, I think?) can create a poll. So the mere fact that a poll has been created doesn't imply that it's meaningful. It could have been created by someone without a clear understanding of procedures. If a poll is badly formulated, the community will just ignore it.

Currently, people are working on improving procedures so there are fixed requirements for a poll in order for it be considered valid: https://steemit.com/gridcoin/@jringo/pre-poll-discussion-poll-defintions

As for the two polls you're talking about, I don't intend to participate. I doubt they'll get enough participation to mean anything.
