It is a news bulletin that was released as a pdf, much like a press release, with no permanent hosting. I also included the Author's (Rob Halford) salutation. I work closely with the developer and am a moderator (https://cryptocointalk.com/user/11902-rtmoney/) of the official forum, I was asked to spread the word directly from him. The developer does no social media and relies on the work of others to spread the word about updates to the protocol. The Gridcoin community has a growing presence on Steemit and in an effort to keep everyone informed as well as create a permanent record of this update I posted it here.
