He is the leader of the milityary in the country Sumando, a fictitious place in Sout America, Colonel Diaz appeared in a one shot crossover where he fights Hal Jordan, Superman, Blackhawk and Black Canary.
To level things with the superheroes, he has controll of a giant red monster that keeps Green Lantern and Superman, but Colonel Diaz underestimated Black Canary and lost control of the monster, giving Chop Chop time to destroy the controls of the monster and was defeated.
