Bicara tentang pelayanan kesehatan tidak akan ada habisnya, apalagi ini ditahun politik. Sektor kesehatan akan menjadi isue yang diangkat. Taukah kalian bahwa semenjak pemerintah memberlakukan UU Kesehatan tahun 2014. Masyarakat yang ingin mengakses pelayanan kesehatan sekarang semakin mudah. Banyak inovasi yang telah dilakukan oleh BPJS misalnya mendaftar secara Online. BPJS Kesehatan saat melakukan penjaminan sesuai dengan ketentuan yang berlaku. Tetapi jangan lupa juga bahwa peserta JKN-KIS harus menunaikan kewajibannya terlebih dulu, diantaranya membayar iuran secara rutin setiap bulan.
Dampak yang diraskan oleh Peserta yang tidak membayar iuran secara rutin adalah mereka akan rugi. Mengapa demikian, sesuai dengan Peraturan Presiden No.19 Tahun 2016 tentang Jaminan Kesehatan sebagaimana telah diubah dengan Peraturan Presiden No.28 Tahun 2016 mengatur sanksi bagi peserta yang telat bayar iuran lebih dari sebulan yaitu penjaminan kepada peserta dihentikan sementara Penjaminan akan aktif kembali setelah peserta melunasi semua tunggakan dan membayar iuran pada bulan berjalan
Setelah mereka membayar tunggakan iuran sebesar bulan yang tertunggak kartu BPJS akan aktif kembali tetapi mereka dikenakan denda pelayanan .denda pelayanan ini berlaku selama 45 hari. tetapi apabila dalam rentang waktu 45 hari setelah status kepesertaan aktif dan peserta membutuhkan pelayanan rawat inap yang dijamin BPJS Kesehatan, dikenakan denda 2,5 persen dari total diagnosis akhir dikali jumlah bulan tertunggak.
Banyak masyarakat yang mengeluh tentang aturan ini. Sebenarnya tujuan dari diberlakukan Aturan ini ditujukan untuk mendorong peserta agar rutin membayar iuran. Kabar baiknya, aturan denda ini tidak berlaku untuk peserta yang masuk kategori tidak mampu. Tapi peserta itu harus memenuhi syarat diantaranya mendapat surat keterangan tidak mampu dari instansi terkait.
Denda yang diberlakukan disebut denda pelayanan. Denda itu dihitung berdasarkan diagnosa. Senadainya dalam jangka waktu 45 hari peserta rawat inap diagnosanya berbeda-beda makan dikenakan denda pelayanan sesuai dengan diagnosa penyangkitnya, seandainya diagnosanya sama tidak dikenakan denda pelayanan lagi.
Prosesnya adalah setelah peserta membayar iuran di bank mereka melaporkan ke Petugas dirumah sakit bahwa kartu BPJS mereka sudah aktif dan meminta Pihak Rumah Sakit untuk menghitung Denda pelayanan yang harus dibayarkan. Selanjutnya Pihk RS yang beroordinasi dengan BPJS setempat supaya dihitung denda tersebut. Ingat bahwa prinsip JKN/KIS itu gotong royong.
