You have to wait around 2 hours for each 100% vote you make at 100% voting power. When you have less than 500 sp you always vote at 100%. Once you have over 500 you get a slider... I dont really use esteem as much really i hear busyd and steemd gives you a slider

You can also use steemauto to get percentages instead of full 100%...its an auto voter
