It is likely that in the traditional wine regions of the USSR domestic wine was distributed, and in the Baltics there was excellent beer and the famous "Riga Balsam" or its pre-war counterpart. But the Baltic states became part of the USSR only in 1940, and the Riga Balsam had not yet been tasted.
