A solution for stopping some history rewrites

Some governments have a progressive project for rewriting history:

Example 1:
When dictators for removing suspicion from domestic history manipulation have to put similar manipulation in west countries history archives (spies and money can do that)
For example to not be accused that they have put lots of praying in Islam to keep dangerous god believers busy put same in christian documents.
Example 2:
Someone publish a diary or says to be published after his death. The government can purchase the publisher and manipulate these diary to (for example) shows a dark past. especially after author death

Solution:
Part 1:
A online checksum database that libraries, Archives and authors send hash-code of their books, documents, pictures (hashcode of text version or scan version)
Part 2:
A client app that public can use to download this database this app periodically check that this database remained incrementally and not manipulated.
