What rewards (not potential ones, paid out) we are talking about?
Amount of rewards relative to Steem Power or Total Steem Powered-Days?
How about spamming?
Number of bytes or percentage of resource credits used?

We've tried to stop abusers from abusing non-voting stake. Now it's used to downvote/upvote propaganda.

We've been sad and surprised too. Now we are on Hive. Still surprised but happy.
