Armed conflict and the tsunami disaster have long passed in Aceh. The wounds caused by both tragedies have dried and are starting to fade from the memories of many who have experienced them.
However, the scars are still visible, leaving bad memories that are not expected to be repeated even in dreams. After being in effect for so long, with various privileges that exist, Aceh has not yet managed to recover from grief. This time in the form of poverty that still plagues.
The sustainability of the Aceh Special Autonomy Fund (DOKA) is one of the instruments to get out of the various problems that exist. However, to continue DOKA in order to meet development financing in Aceh, several things must be considered.
First, there must be repentance at the Aceh elite level to no longer play around with DOKA funds. It must be understood that DOKA is a fund that comes from the blood and suffering of Aceh in the past due to development projects that are not locally sensitive and the implementation of military operations.
The accumulation of negative approaches to the Acehnese people has caused decline in many sectors. It would be cruel if the Aceh elite partied on the graves of victims of conflict and disaster.
Second, DOKA will be reduced in 2023 to 1 percent of DAU-N and will end in 2027. Currently, various components of society starting from the DPD RI, DPR RI, DPR Aceh, the governor of Aceh, the Wali Nanggroe Aceh institution, political parties, academics, clerics, community leaders, former combatants and the wider community are pushing for a revision of Law No. 11 of 2006 concerning the Government of Aceh so that there is strengthening in the revision of the law and continuing DOKA with an increase of 2.25 percent of the National General Allocation Fund.
Then, a better mechanism is needed in the implementation of DOKA. There should be no more leaks or misleads in project targets. The scholarship corruption cases that have occurred and have been in the spotlight so far show that Aceh's development funds are still being run improperly. There is no tolerance for corruption cases used for public education.
Third, the participation of all communities must be increased to strengthen the role of Aceh's development and provide new breath in an integrated and sustainable development model. So far, development originating from the DOKA strategic project has not involved wider community participation including the vision of intellectuals. especially for improving Aceh's economic indicators.
Fourth, the elites must be aware that DOKA is part of Aceh's peace building. Misappropriation of DOKA implementation could lead to the erosion of Aceh's peace and will increase the cost of starting the next peace step again.[]
Mengahalau Duka dengan DOKA
Konflik bersenjata dan bencana tsunami memang sudah lama berlalu di Aceh. Luka yang disebabkan kedua tragedi tersebut sudah mengering dan mulai buram dari memori banyak orang yang pernah mengalaminya.
Namun, bekas lukanya masih terlihat, menyisakan kenangan buruk yang tidak diharapkan terulang meski dalam mimpi sekalipun. Setelah sekian lama berlaku, dengan berbagai keistimewaan yang ada, Aceh belum juga berhasil bangkit dari duka. Kali ini berupa kemiskinan yang masih mendera.
Keberlanjutan Dana Otonomi Khusus Aceh (DOKA) menjadi salah satu instrumen keluar dari berbagai permasalahan yang ada. Namun untuk melanjutkan DOKA demi memenuhi pembiayaan pembangunan di Aceh, harus mempertimbangkan beberapa hal.
Pertama, harus ada pertaubatan di tingkat elite Aceh untuk tidak lagi bermain-main dengan dana DOKA. Harus dipahami bahwa DOKA adalah dana yang berasal dari darah dan penderitaan Aceh di masa lalu akibat proyek pembangunan yang tidak sensitif lokal dan pemberlakuan operasi militer.
Akumulasi dari pendekatan negatif terhadap masyarakat Aceh itu telah menyebabkan kemunduran pada banyak sektor. Sungguh kejam bila elit Aceh berpesta di atas makam korban konflik dan bencana.
Kedua, DOKA akan berkurang di tahun 2023 menjadi 1 persen dari DAU-N dan akan berakhir pada 2027. Saat ini berbagai komponen masyarakat mulai dari DPD RI, DPR RI, DPR Aceh, gubernur Aceh, lembaga Wali Nanggroe Aceh, partai politik, akademisi, ulama, tokoh masyarakat, mantan kombatan serta masyarakat secara luas sedang mendorong revisi UU No.11 Tahun 2006 tentang Pemerintahan Aceh agar terjadinya penguatan dalam revisi undang-undang tersebut dan melanjutkan DOKA dengan kenaikan mencapai 2,25 persen dari Dana Alokasi Umum Nasional.
Kemudian, dibutuhkan mekanisme yang lebih baik dalam implementasi DOKA. Tidak boleh lagi ada kebocoran atau mislead dalam sasaran proyek. Kasus korupsi beasiswa yang terjadi dan menjadi sorotan selama ini menunjukkan bahwa dana pembangunan Aceh masih dijalankan secara tidak patut. Tidak ada toleransi untuk kasus korupsi yang digunakan untuk pencerdasan rakyat.
Ketiga, harus ditingkatkan partisipasi semua masyarakat untuk memperkuat peran pembangunan Aceh dan memberikan napas baru dalam model pembangunan yang terintegrasi dan berkelanjutan. Selama ini pembangunan yang berasal dari proyek strategis DOKA belum melibatkan partisipasi masyarakat secara lebih luas termasuk visi dari para cendekiawan. khususnya untuk peningkatan indikator-indikator ekonomi Aceh.
Keempat, para elit harus sadar bahwa DOKA merupakan bagian dari peace building Aceh. Penyelewengan implementasi DOKA bisa mengarah pada pengeroposan perdamaian Aceh dan akan menambah ongkos dalam memulai lagi langkah perdamaian selanjutnya.[]
