The implementation of the Regional Revenue and Expenditure Budget (APBD) for Fiscal Year 2023 has gone well and we should be grateful for it, the 4th plenary meeting I Session Period III DPRK Bireuen Session Year 2023/2024 which was held in the DPRK Bireuen courtroom. Thursday, 04/07/2024.

At the meeting which was also attended by local leaders/members of the Regency People's Representative Council (DPRK), officials from elements of the Regional Leadership Coordination Forum (Forkopimda), Regional Secretary (Sekda) Bireuen Ibrahim Ahmad, Assistants, Heads of Service, and a number of sub-district heads led by the Deputy Chair of the Bireuen DPRK Aida Fitria.

In the context of delivering the Qanun regarding accountability for the implementation of the 2023 Bireuen APBK and the closing of the first plenary meeting for the III Session Period of the Bireuen DPRK for the 2023/2024 Session Year.

Acting Regent of Bireuen, Aulia Sofyan, Ph. D on this occasion based on the audit report (LHP) of the Indonesian Financial Audit Agency (BPK-RI) Representative of Aceh Province on the regional government financial report (LKPD) of Bireuen Regency for the 2023 fiscal year, the results of maintaining an Unqualified Opinion (WTP).

Acting Regent of Bireuen, Aulia Sofyan, said that one of the reasons for the lack of maximum Regional Tax revenues is the reduced budget for physical development, whether sourced from APBK or APBA due to restrictions on infrastructure spending from the General Allocation Fund or DAU.

Most of our DAU allocation must be allocated for mandatory spending on education and health which is used too much on the physical side.

Furthermore, the reduction in the allocation of Special Autonomy Funds from the Aceh Government, said Acting Regent Aulia Sofyan, explained the reduction in several levies, namely Market Service Levy, Motor Vehicle Testing Levy.

This sector occurred due to the cessation of motor vehicle testing operations from January to April 2023 and November 2023.
Telecommunication tower levy. The PAD from this sector in the 2023 fiscal year is IDR 242,087,262.00. Meanwhile, revenue in 2022 will reach IDR 357,998,801.00.

We can explain this, the telecommunications tower levy revenue in 2022 is higher because there are payments for SKRD levy bills for FY 2021 which will only be paid in FY 2022.

Then in FY 2022 there will also be one taxpayer who deposits a levy into the regional treasury in excess of the SKRD bill, so that in accordance with Bireuen Regency Qanun Number 11 of 2011 concerning telecommunications tower control levies, as amended by Bireuen Qanun Number 1 of 2018, the payment of the levy bill will be in 2023 will be deducted directly from the overpayment for FY 2022.

Next, the reduction in slaughterhouse levies is due to the lack of slaughterhouses and the number of slaughterers at the slaughterhouse is only carried out by two meat sellers and that is not every day.

There are also problems with IMB levies. The reason, wrote the Acting Regent of Bireuen, was because in 2023 it was too late to pass the Perbup regulating PBG. The impact is that in the first semester of 2023 IMB cannot be collected.

The special parking tax at Suzuya Mall Bireuen is explained in Bireuen qanun (Perda) Number 2 of 2024 concerning Bireuen Regency Taxes and Regency Retributions (PKRK) which was signed on January 31 2024, so to avoid parking deposits, Suzuya Mal Bireuen is still making deposits to the Treasury. Area on public roadside parking service account number.

Regarding the results of the BPK-RI examination of the Financial Report of the Bireuen Regency Government Book II Page 94, the follow-up action is explained as explained in Point 1.

There is already a commitment with the head of SKPK regarding steps to resolve these findings. The Bireuen Inspectorate will continue to monitor this commitment. Likewise with the issue of the sustainability of the Juang City BPRS which is related to the financial and managerial problems that occur.

This was explained by the Acting Regent, that in an effort to improve the governance of PT. Juang City BPRS made several efforts. Others also explained the overpayment of salaries and employee allowances which was the finding of the BPK-RI.

The Acting Regent of Bireuen, to overcome this problem, has ordered service heads to be more careful in making tpp payments according to attendance and dismissing salaries of civil servants who are absent for ten consecutive days in accordance with BKN head regulation Number 6 of 2022.
