How strange. You will not see that with us. Dutch people are in time but I noticed that as my children went to an international school only the turkish people always been late. Never reprimanded or scolded unlike the Dutch children (Dutch as in born in the Netherlands and having parents from mixed cultures).

At high school, there is a class book and every child is noted.
Also, parents are called if the child doesn't show up.
