Don't people defecting from NK already assume they will be killed? What is she going to do, kill them and then deport them back to NK? It's not SK's fault they are so much better than NK and people run away lol Nothing will come of this, China knows the whole world is pissed at it for coronavirus, and they won't let NK step out of line, or they might get blamed for being too soft.
