I thought it was because when USA - China tariff wars in place, China used Hong Kong "Made in HK" as export venue to avoid those tariff wars. I was watching a youtube statistic map that showed Hong Kong go up exponentially in a short time and Mainland China go down when the traffic trade war was happening. So China used Hong Kong. But it could be for other reasons, I guess.
