You can say it's fortunate that "so few" storms have become hurricane force but 30 years ago you wouldn't have bet on 4 hurricanes to hit the US let alone just the Gulf Coast in a decade. The '90s actually turned out quite active but since then the rate of hurricanes to hit the US has skyrocketed.
