A Member's Initiative could include to post on the Community, others could be for other Communities, or for a tag or any of these. The Challenge by the proponent can be published on the Knitrias Project Community or others, all that will depend on the proposal, the subject and the contest itself. You used some personal tags and rules of publication, that is the idea. Your experience will guide others.
The goal is the participation of the Members planning, organizing and interacting through a project.
On the other hand, @Knitrias funds are primarily for the Members' Steem Power growth. Sponsoring the Members' Initiatives has the intention to invest in the presence, learning and growth of the Members through engaging with the large community of the platform.

I mean i make a contest, i decide what it's about but only members of the knitrias community may participate in it. That's all. That way maybe other people would also be interested in joining the community to participate.

If you mean that you will do it every week (that's jacorv's suggestion), no. For now the goal is every one to participate. If you mean this is your proposal for this week, then yes, every one is free to set rules and participants for their contests.
The problem with inviting exclusively to all the subcribers to the community (Members and Subscribers are not the same, anyone can subscribe to a community) is to get in touch with them, not everyone is attending what's on the community. I think is better idea for a given initiative to invite any user to subscribe and post from the community.
