Yes, students should be allowed to use phone in school.
Time is evolving due to technology and so all the facets of our world are evolving.
Education is one of the things technology has greatly evolved and as the days go by it's becoming more and more advanced and I must say it's a great feat.
In developed countries, the use of technology in education is very high where as the developing countries lie under the bar in education.
In Nigeria, the educational sector has gradually embraced technology in education as e-learning has being introduced into the classrooms and lecture halls in the least way possible. We now have varieties of eLearning classrooms and lecture halls filled with smart boards, projectors etc. There are also fully functional e-libraries.
A few reasons why students should be allowed to use phones include:
New curriculum and Globalization
Looking into today's school curriculum, there are a lot of new things introduced to education that were not a part of education some 30,40 years ago. With the phones, students as well as teachers gain access to these new ways of learning, teaching and subjects and so are up to speed with their pairs in the western world.
There's a quote by an Indian educator and researcher Sugata Mitra that you might find interesting: "The mobile phone is the single most powerful tool for education ever invented."
Text books and Note pads
Mobile phone help suffice for text books and phones, a student who has a mobile phone can easily search for an online copy of text book to aid study as well as other simpler versions to aid his/her personal study.
Faster Information
In my secondary school days, we were asked to do an assignment to defend in two weeks on the topic "Father of the modern day computer." In those days, I had to buy time in a cyber cafe and then seeing the computer for the first time seek help to get it done. Today such a topic could be handled the same day with students defending their presentation very swifty.
Cost
Although recently the prices of mobile phones are quite high, it is still cheaper than trying to get a computer or laptop for the student, hence it is more affordable for students.
Conclusion
These gadgets may seem small and viewed in all sorts but it can be used for the sole purpose of education as phones can be used as a tool for learning and knowledge sharing, it can provide access to various information and educational materials via text, pdf, videos and even audios.

It is argued that phones are a source of distraction to students as it tends to pull them off studying and school activities, but the mobile phone has more capacity to facilitate and encourage learning as there are various sites, apps and platforms that have an endless variety of educational resources that aids easier learning and studying.
Some students have their educational goals planned out with different applications and also get a to-do list with an alarm. This is so effective that they just have to follow through with the schedule as they have this vast pool of resources at their fingertips attached to reminders.
With the help of this gadget education is more easier to get through in terms of knowledge resources than it was in times past.

In as much as there are numerous uses of the smartphone in school, I feel like this can be converted into a study-configured computer or laptop provided for in various schools and then students can log in their emails or drive this way also having access to it at home.
