For some time now, making decisions based on penalty hand balls has been quite tough. This is mainly because players have managed to trick referees by making intentional fouls seem accidental. If you were operating the VAR, how would you work on this?

Sometimes seeing decisions taken by VAR in our current football game is questionable.
If I'm the one in charge of the VAR to take decision of hand ball incident in football will be

  1. When the ball hit an opponent hand in the penalty area or within the 18 yards area by taking an advantage to score, that particular goal should not be counted either accidentally or not

  2. When the ball hit a defender hand in the penalty area without the hand been in it natural position" should directly be awarded as penalty but if the ball hit the body first before reflecting or hitting the hand should not be awarded as a penalty because that hand can never be in it natural position because anytime a ball hit a body and reflect or bounce back to hit the hand, that's particular hand has already been taken off from it natural position.

  3. Since there is fair play in FIFA, assuming you are defending in your own half and all what you realize that your opponent has sent a powerful shot and it is coming directly into your face and you accidentally used your hand to save the ball from hitting your face, should never be counted as penalty if only by reviewing by the VAR to know that the time the defender saw the ball coming was unrealized and has no option to defend the face because one aim in of promoting football is through fair play.

The final decision depends on the point of view of the main referee, but if I were part of the VAR judges I would try to play the videos from different angles, as it is the only way to determine the final decision, sometimes we see that from the TV we have the right answer, but on the field sometimes we see that the referee comes close for a short time and quickly goes back to the field, not all referees take adequate time to observe, I guess they rush to not consume more playing time, so to help the referee I would play the video at different speeds and from different angles, of course based on the official rules, although this does not guarantee 100% that the decision is correct, but this helps a lot.

It is not easy been a referee the view of things on the pitch are limited. So playing and watching the video from different angles would go a long way to helping the ref.

The Video Assistant Referee (VAR) Has a video of the happenings in a football match so it is always available to play and replay videos of events including hand balls.

As a VAR Official, in order to get accurate handball decision, I will give a replay of the particular engagement that led to the handball and try to analyze the happening.

For example, If it's a floating in air for heading the ball, the hand is required to lift the body up so deciding whether it's a handball is determined by the height of the hand, that is to check whether it's highly above the head or below. That will help the decision making.

If its on a normal run of play, I'll analyze the part of the hand that hit the ball and how it came about, since we cannot read the heart to know if the person has done it intentionally or not. Replaying the game on a slow motion will help examine the movement of the ball and the hand then try to find out the speed of the movement of the hand in alignment with the movement of the ball. That will help to examine if the handball offence was intentional or not.

As a VAR official, I will make sure to check the the replay of the game in other to make accurate handball decisions.

Sometimes it is very difficult to say whether some balls are really hand ball , in those cases I watch from different angles of the footage from the camera in other to get the accurate results.

The main purpose of the introduction of the VAR technology is to help the referees to make good decisions and avoid players getting away with cheating. If i was in charge of handling the VAR technology in a particular game i would help the referee to make a good handball calls by

  • studying and mastering all the rules of the game: by having a good mastery of the rules surrounding each handball situation in a game i can be able to give good decision to the main official. I have to watch the clips carefully and ensure to know whether the ball was in a natural or unnatural position.
    *I would also have to watch the videos from different angles to know whether the player has an ability to react in that situation when the ball was shot at him.
    *whether the shot was going in as a goal before it hit the hand of the player.
    Working on this few tips would help ensure an increase in fair play of the game.

I thought being a Video Assistant Ref was easy at first, just to seat down with your colleagues and look at the screen but is more than. It requires decisive action. The main Referee on the pitch has the final say but most times, it is required for both parties to agree in unison before taking any action.

We saw it in the Africa Cup Of Nation when a referee wave play but he was later called upon to take at look the screen before any drastic action could be executed. In the match against Burkina Faso that he rewarded a penalty but on the second look of it, he decided to give goal kick. I believe what helps in this aspect is a good communication skill between the main referee and the Video Assisted Referee especially in balancing the game of football.

At the Var official the best way to make a decision of foul play or handball is to reply the scene again, analyze and consult your other referees in the engine room to bring a final decision to the handball.

Lastly, I think the VAR officials should be well trained before given an opportunity because nowadays the VAR’s decision is doing us more harm than good like the incident that made Manchester United lose the FA CUP, the Middlesbrough assist player controlled the ball with his hand which was a clear handball but the decisions made by the officials was something else.

Over the years, handball has become more and more complicated with the idea of "intent" or whether its accidental.

The problems with the existing rules start with the beginning of the rule:

For the purposes of determining handball offences, the upper boundary of the arm is in line with the bottom of the armpit.

If you ask me where the bottom of the armpit is, I couldn't tell you.

To simplify the rule, I would make it very simple. If the ball hits the hand, it's handball. And to ignore the "armpit", the hand starts from the elbow to the end of the fingers.

Making the rule simple, clear and obvious, will lead to correct decisions.
