welp i figured out how the code worked... or well most of it.. lets do things.
How it works: this is an example of the code i used for the game above.

The first 12 seem to always be 1. probably unused?
The next 15 seem to always be 0. probably unused?
The second to last one is king decay.
The last one is move decay.
No idea what the first set are... (there are 15 1s because i was trying to find out)
"100,69": Extra morale for white and black.
"False": Enchanted lifestones. (It was bugged at one point and enchanted lifestones were always on)
"Samurai,Wisp" Units in order from 8A,7A,6A,5A etc you can use Wisp2 to make a wisp+, Wisp3 to make ++
"1,0" black(1)/white(0) in order from 8A,7A,6A... you get it,
Anything after the 1s and 0s: This is how the game does its moves, it has a pair of 2 locations a start and an end, oddly enough the squares are in a different order 0 is 8A, 1 is 8B, 5 is 8F and 9 is 7B

How to use:
0: Make a personal copy (its re-usable)
1: type the unit names into the big slots (Where wisp is)
2: Type a 1 below a piece if you want it to be black (Within the "Square" of the piece) Anything else will be white
3: Set your variables (Extra morale at the top, enchanted-stones/decay options on the right)
4: Copy paste the big line of text into the lab thing.
weird units you can use in scenarios (upgrades do not work for these units unless otherwise stated):
King - The leader of any army, losing one means losing 25 morale and not having any Kings means you suffer King Decay.
Dummy - Training unit that can move only forward 1 space like a Shogi Pawn, promotes to SuperDummy.
SuperDummy - Training unit that can move one space in any direction.
MageDummy - Training unit that can freeze up to 3 spaces forward, but is immobile.
Sapling - The unit placed by a Dryad, grows into a Tree.
Tree - Displacement Immune immobile unit, grown Sapling.
BonePile - Necromancers create these.
StonePillar - Antimagic immobile unit, created by earth elementals.
ChaosPortal - chaos chaos
Sorceress - she lives... run while you still can
PhoenixEgg - Dead phoenix. Upgrades work for this unit.
GeminiTwin - A pre-split Gemini. Upgrades work for this unit.
Blank - Yes, this is actually a unit.

Lab is the first thing i looked at after going and buying some gluttonies, i got on a few minutes after the update came out.
as for the tool it basically just makes you type everything you would have to for a scenario, it just puts it in the right places

What if Lab is implemented with no UI/poorly because grand knows that someone will eventually make a tool (similarly to piecemaker) that will essentially be a UI for making Lab scenarios, and at this point, he can just steal said code and put it in his game?
