Contests can now be Pinned while active.

From now on, certain contests that have not been completed will be pinned to the top of the community page for some about of time while they are active. This will be done on basis of reward and activity in favor of the host, and only after some time has passed. If a contest is unpinned, it does not automatically mean it has been completed! Simply that it is no longer being exclaimed for the time, so keep track.
