So, in most forums, you can easily see who responded to a post and when, and they're usually ordered by the last time someone added a comment to that thread. So you can keep up with the "conversation", as it were, or at least easily see what conversations are active.
Here, as far as I can tell, the only thing it "cares" about is when the original post was created, and you only get notifications when someone does something with one of your comments/posts -- so if someone posts a new piece in the Piece Suggestion topic, no one will know about it unless they constantly monitor the post (or unless the new piece was as a reply to their comment).
Even more bizarrely, there is an "Activity Log" for this group -- but the one thing it doesn't show appears to be new comments...?!? That's insanely stupid.
Is there a setting or some repository of information that I have overlooked that supplies this ridiculously basic functionality?
The settings menu seems pretty sparse unfortunately. Also I dislike this site's notification page, where I cannot choose what to be notified by (I get tons of vote notifications and sometimes bot posts) and lately I've needed to check the 'replies' section of my profile to see potential replies because the notifications miss some.

You are not mistaken, there are many things currently missing.
The 'community' system on steem is relatively new, and was made just before some mass-exodus table-flipping drama, so the activity log wasn't finished, and 'thread bumping' isn't displayed.
These things have potential to be resolved over time,
but for now it is a little less functional than a normal forum in certain ways.

Side effect of how these forums work, and how "Trending" is always default, sometimes the voting legion is slumbering and thus some new posts just don't even show up in Trending because every other post has like 40 votes and the new ones have 2.
