Saw this posted and wasn't sure exactly what this means

It looks like the the nodes the witnesses are running, is that correct?

If that is the case it looks like we need to decentralize a bit more on here.

    The red one with a minus sign are lines that were removed and the green with plus sign are new lines that were added.

    They just remove dead nodes and change to live ones. Since there are not so many alternative witnesses then a Steemit witnesses are added.
