Introducing SDEX San Diego Exchange . I am proposing a City Backed Exchange for Local Residents to buy and sell their Bitcoin at better rates than Coinbase.
I propose we combine this exchange as a feature inside the new PublicBankSD so that users/residents/customers can simply buy and sell BTC with their own accounts after a short 20 min Coinbase.com/earn style video lesson, a short financial literacy course which will ensure than even a child understands the risks and the technology behind Bitcoin.
The ability to buy and sell large amounts of BTC will of course be reserved for those who complete further courses, even taking a basic quiz which will serve to create a standard for what we WILL expect from any local resident wanting to invest. We would expect these same standards of protection from all gambling facilities. Now of course we cant get too absurd with this.... Imagine if anyone who gambles on a slot machine should have to take a course to prove they know the risks, with gamblers requiring special badges, well, thats how the whole "approved investor" idea makes us feel... so we should make sure residents know that we have a wide range of investments, and we can help locals start investing in something as traditional as Stocks using apps like @cashapp https://cashappcard.org and I am sure we could find a good partner to help local San Diego citizens buy stocks, but we dont want to promote investment in any one asset. However CRYPTOCURRENCY is so new and free and open. We can build what coinbase has built using open source tools perfect for the public sector.
Honestly I would recommend the City of San Diego consulted a business like Mycelium, and a website like https://eoslocally.com which allows you to buy and sell EOS or TLOS or even USDT or EOSDT actual stable coins which can be traded for actual cash by traders for very low risk.
We dont need a stable coin for San Diego Public Bank... we would do what Bank of Dakotas does, no one cares what database they use lol, i am sure we could end up using a telos based stablecoin like equilibrium but on telos lol. We will see, i am sure someone will be happy to produce the California Dollar but it will be USD... not separate from USD.
But some may get the wrong idea from this, and they may try to create a California Dollar .

Honestly given a budget, instead of starting from scratch, i would ask an exchange like Bittrex to come work with our PublicBankSD when its established, and build in the whole coinbase buy and sell order system into our bank. So we would end up with a simple banking app for our residents but we could also use @privex style pegged BTC assets.
I would just hold our BTC in professional cold storage vaults with the local Police lol, right with the Sheriffs! Right next to the county jail, make it clear that no one is going to fuck with our City's long term Bitcoin reserves. e will use these reserves to sell on our City Run Exchange which will also be free of the scams and non regulated volume most big exchanges are full of. We will have PURE HIGH quality product just like regulation did for the Cannabis Industry, we got consistent LAB tested products, and thats the euphemism im using to explain the high quality fintech products or services, like Bitcoin Dealers who the city keeps track of, who run around dealing BTC like a Peruvian Exchanger... we may even have city backed BTC currency on paper which, will be used to allow regular people to hold crypto when it becomes so popular and expensive that everyone gets back in. We will need to be careful with binance fulfilling the "Funds are Safu" prophecy
