Many tourists so income.. Where does the money flow?

We were a bankrupt nation 02 years ago, with almost 0 foreign reserves. We roughly get past that with the help of the IMF, pausing loan payments, and strict rules. but we still have $100 billion + foreign and local dets. And to equalize the budget difference we still have to take loans. So, believe me, friend, there is plenty to do!
